IRCOSC is the reference clock the clock monitor. Only CMU0 implements the XOSC
monitor. CMU0 uses the IRCOSC clock to measure if the XOSC is too low. CMU0 can also
be used to calibrate the IRCOSC frequency using the XOSC.
