Syntax
[ no ] exceeded-action { drop | transmit | mark markVal }
For L2TP rate-limit profiles:
[ no ] exceeded-action { drop | transmit }
For MPLS rate-limit profiles:
[ no ] exceeded-action { drop | transmit | mark-exp expValue }
For hierarchical rate-limit profiles:
[ no ] exceeded-action { drop | transmit [ conditional | final ] }

Sets the action for packets not conforming to the committed rate and committed
