set lldp tx-delay

Use the set lldp tx-delay command to set the TxDelay. The TxDelay sets the minimal
delay in seconds between successive LLDP frame transmissions, on each port.
The tx delay should be in the range 1 <= TxDelay <= (0.25 * TxInterval)
This transmission rate limiting applies only to situations caused by asynchronous transmission
or shutdown when the LLDP application is stopped on a port or system in an Avaya device.
