SS Bits in the H1

This function allows bits 5 and 6, which are the SS bits, of the
H1 Pointer byte to be set to support a SONET or SDH
Transport OH.
Changes to the Transport OH are another way to stress a
SONET network by simulating errors, alarms, and other
stress conditions.
The following options are available:
