SS Bits in the H1

This function allows bits 5 and 6, which are the SS bits, of the
H1 Pointer byte to be set to support a SONET or SDH
Transport OH.
Changes to the Transport OH are another way to stress an
SDH network by simulating errors, alarms, and other stress
conditions.
The following options are available:
