K1 Bits 1-4 (Linear Mode)
This function edits the first four bits of the K1 byte. The options for this function are
predefined and use mnemonics to identify bit patterns.
The following options are available:

Reverse Request (Ring), Bit pattern 0010

Signal degrade low priority, Bit pattern (1010)

Lockout of protection, Bit pattern (1111). This is
also the Transmit Illegal button setting.
