Configures the graceful restart helper status for the LDP router.
Configures the Reconnect Timeout value in the fault tolerant (FT)
Session TLV that is advertised in LDP messages.
Configures the amount of time the router retains stale MPLS label-
FEC bindings received from a neighboring LDP router as the result
of a graceful restart process.
The amount of time the router will wait for a neighboring router to
re-establish an LDP session.
