Messages must be at least 10−15 seconds long to ensure that a valid message is received.
In a system with 8 or less ports, there must be at least 2 idle ports marked for Outcall
before message waiting calls are made. If 9 − 32 ports are configured, the Octel 200/300
makes outcalls when at least three ports are idle. If more than 32 ports are configured,
the Octel 200/300 makes outcalls when at least four ports are idle.
