If the parm value is 3, the bits used by the pvalue parameter are:
0 – UA Heartbeats – heartbeat messages are sent on connections from the Eagle 5 ISS to the
far-end node that are in the ASP-Down, ASP-Active, and ASP-Inactive states if the bit is enabled.
1 – UA Graceful Shutdown – enables the graceful shutdown of IPSG M3UA connections if the
bit is enabled.
