6 – Broadcast Congestion Status Change – controls the sending of unsolicited congestion status
changes by an ASP. Unsolicited congestion status messages (TFCs generated when a destination's
congestion status changes) are replicated to all ASPs who have this capability and meet the
Multicast SNM Criteria. The default is to generate no unsolicited congestion status changes.
