Refer to the following figure and replace the jumper block on header P31.
Note that the edge of the fractional T1 card will be located between the
jumper block and header P31 when the card is properly installed.

After the fractional T1 circuit card has been installed, slide the bottom
tray/front panel assembly back into the cover.

Install the screw in the front panel.

STOP. YOU HAVE COMPLETED THIS PROCEDURE.
