After BIT encodes one frame, BIT return
reconstructed frame index to this register
Reconstructed frame is used for reference of
future frame

If [SliceInfoReport] flag in
CMD_ENC_SEQ_OPTION register, BIT returns
encoded slice number to this register.
The encoded slice end position of every slice is
stored to SDRAM.
