There are no add or remove commands for the Packet Interfaces. Instead, the
System Parameters Maintenance Form provides Packet Interface fields (Packet
Intf1 and Packet Intf2) to:
Indicate the presence of Packet Interface 1.
Permit Packet Interface 2 to be enabled.
