Disable IGMP and DHCP on the customer interfaces

Configuration Procedure for Port Based HVLAN
Configuring Port Based HVLAN
Description
Creates a port-based VLAN tunnel.
Set this only when sure that the Network inter-
face is expecting this value.
Note: This step is only needed when connecting
to a non-Allied Telesis device.
Adds a tagged HVLAN to Network interfaces.
Adds an untagged HVLAN to Customer inter-
faces.
On Customer interfaces, ensure IGMP and DHCP
are correctly configured.
