powered on because more power is available (either a power supply was inserted or a port blade was
removed or powered down). If new_state is Off, a port blade has been powered down because a power
supply has been faulted, because it is indicating a predicted failure. If new_state is Down (not enough
power), a newly inserted port blade was not powered on because there was not enough power available.
