When adding each parameter using the Parameter Properties dialog, under Categories, select
one of the following:
Drawing Sheets for a sheet-specific field
Project Information for a project-specific field
Now these fields are available to the project.

After loading the title block into a project and adding sheets, you can see the custom fields on the sheets.
Project-specific fields: Click Settings menu
belong to the Project Information category. You can change these values in that dialog or on a sheet.
Whenever you change project-specific information, Revit Architecture updates all sheets in the project
with the changes. See
Sheet-specific fields: The shared parameters that belong to the Drawing Sheets category display when
you view sheet properties. You can change these values in the sheet properties dialog or on a sheet. These
changes apply only to the individual sheet. See
