Set SVCC Called

Sets the SVCC called integrity time. The SVCC called integrity time is the
default value used to initialize the SVCC integrity timer at th enode that
accepts a switched virutal circuit at a logical group node originated by a
neighbor node. A change to the SVCC called integrity time takes place
after the next reboot.
