Add VP Tunnel to Port

Adds a VP tunnel to a port of the CoreBuilder 7000 family ATM switch.
VP tunnels can only be configured for a port if VP tunneling is enabled for
the port. The VP tunnel is associated with a specific VPI value in the range
0:7 and a VP tunnel type: point-to-point (P2P) or point-to-multiple (P2M).
For more information, see "VP Tunneling" on page 5-101.
Only one VP tunnel of type P2M can be defined per port. If you try to
define a second VP tunnel of type P2M (with a different VPI) the first will
be removed.
