It is necessary to place the CE3 interface into loopback only when implementing test
on some special functions.
If encapsulating an E1 channel with PPP and placing it in loopback, it is normal that
the link layer protocol is reported as "Down".

# Place E3 0 interface into local loopback.

0: National bit of CE3 interface is 0.
1: National bit of CE3 interface is 1.
Description
Using the national-bit command, you can configure the national bit of CE3 interface.
Using the undo national-bit command, you can restore the default setting.
By default, the national bit of CE3 interface is 1.
The national bit of E3 interface should be set to 0 only in some special
circumstances.
