precedence precedence-value: Precedence level, ranging from 0 to 7.
mac mac-address: MAC address in dotted hex format in the form of
hh-hh-hh-hh-hh-hh.
Description
Using the qos carl command, you can configure a CAR rule and add it to the CAR
list. Using the undo qos carl command, you can cancel a CAR rule from the list.
By default, no CAR rule is created.
At most 8 precedence values can be specified. If you have specified multiple
precedence values which are the same, they will be regarded as one value. Different
precedence values have "OR" relations among themselves.
For the same carl-index, only one CAR rule can be specified. The newly defined CAR
rule will overwrite previously defined one. However, multiple CAR rules can be
defined with various carl-index.

cir committed-rate: Normal data flow rate to be maintained, ranging from 8,000 to
155,000,000bps.
