SYStem:LOCal
This command unlocks the front panel keypad and enables the power
meter to be controlled locally from the front panel. The power meter
display status reporting line will show "LCL".

Error Messages
If this command is sent when the GPIB interface is selected, the error
-113, "Undefined header" occurs.
