If all RADIUS authentication servers have no response and no other methods are configured in
the effective 802.1x authentication method list, the user authentication fails and can not
access the network by default. In this case, in order to guarantee the user accessing network,
you can enable the server IAB(Inaccessible Authentication Bypass) on the port.
