In CPU mode, the two 32-bit flash memories are connected in parallel and mapped as a high-order ROM
(ROM 1) and low-order ROM (ROM 2) for 64-bit access.
In FLASH mode, ROM 1 and ROM 2 are switched using A18. Instead of using A18 from the ROM writer,
a switch will be connected and used to switch the two 256K bytes/128K bytes flash memories.
