For MPLS rate-limit profiles:

[ no ] conformed-action { drop | transmit [ conditional | unconditional | final ] }
Command introduced before JunosE Release 7.1.0.
Sets the action for packets not conforming to the committed rate and committed burst
size, but conforming to the peak rate and peak burst size for a rate-limit profile. The no
version restores the value to the default value, drop.
drop—Drops the packet
transmit—Transmits the packet; for hierarchical rate limits:
conditional—Packets must pass the next rate limit
unconditional—Packets take resources, but are not affected by the rest of the
hierarchy
final—Packets exit the hierarchy at rate limit
markVal—Value in the range 0–255
expValue—EXP bit value in the range 0–7
