STEP 4: DHCP Administrative Tool dialog box appears again. Move the mouse pointer to the newly added
DHCP IP Address (ss2p251[10.40.13.1]), and then select "Action" -> "New Scope".
STEP 5: Click "Next" on the dialog to create a new scope.
