This command sets the leading-edge transition time (LEADING TIME) of PGU<n>
for stress.
<n> is required to specify PGU number. Valid PGU numbers are PGU1 through
PGU2.
The mode of the specified PGU must be VPULse.
At *RST, this value is 100 ns.
