Route reflectors can also share routes with routers outside of their clusters. These are referred to as non-clients.
Non-clients are required to be fully-meshed.

Combining Clusters for Scalability
Multiple clusters can be linked together via their route reflectors to form a full-mesh topology of internal peers. In
this configuration, routes advertised to a route reflector are not only re-advertised to its clients, but also with the
other route reflectors who in turn advertise the routes to their clients. This allows routes to propagate through the
entire AS without the scaling problems associated with the full-mesh requirement.
