receive a Path in Use error and be unable to complete the circuit. The user with the incomplete circuit
needs to choose new destination parameters.

Create VC low-order path tunnel on transit nodes—This option is available if the circuit passes
through a node that does not have a VC low-order path tunnel or if an existing VC low-order path
tunnel is full. VC low-order path tunnels allow VC low-order path circuits to pass through ONS
nodes without consuming cross-connect card resources. VC low-order path tunnels can carry
