Reaction:
Alarm display.
Remedy:
Check whether the entry in REGIE.INI is correct.

Parameters:
%1 = Operating area name
%2 = Operating area name
Definitions:
Within the scope of an area switchover, a different area is to be terminated (unloaded).
However, the area refuses this.
The area switchover does not take place.
Reaction:
Alarm display.
Remedy:
Try again and, if possible, close the reluctant area first.
