The 32-bit address of the elected BSR.
The priority value of the elected BSR. The higher the value, the higher
the priority.
The 32-bit mask length that is advertised in the Bootstrap messages by
the elected BSR (the length of the mask is used in the hash function
when computing the Rendezvous Point (RP) for a multicast group).
The minimum time remaining before the elected BSR will be declared
down.
