In-service firmware downloading

In-service firmware downloading permits ESA processor firmware loading
in an XPM unit while the unit is in service (InSv). This feature reduces the
amount of time one unit of the XPM is out-of-service (OOS). In-service
firmware downloading supports the NTMX45AA ESA processor.
