indicates that no traffic is running, and a value greater than zero indicates
that traffic is running. In the above example, there is no traffic running on
the link.

running, and the linkset is InSv or ISTb
running, and the linkset is out of service

Wait until the next query traffic snapshot is taken.
Determine if traffic has begun to run on the link by typing
