InSv or ISTb, and the linkset is out of service

You restored traffic on the linkset.
Go to step 7 and choose another out of service linkset on which to work.

You restored traffic to the link, but the linkset is still out of service. Contact
the far-end office. Tell personnel there that you have in service or in-service
trouble links and that the associated linkset is out of service.

Inhibit the link from traffic flow for safety by typing
