ADC Power-Down Control

The ADV7604 contains three 12-bit ADCs (ADC 0, ADC 1, and ADC 2). It is possible to power
down each ADC individually, if required.
Note: In HDMI mode, all ADCs are powered down automatically unless
ADC_HDMI_SIMULT_MODE
