On the MPC8240, enabling snooping by clearing PICR2[NOSNOOP_EN] can improve the
PCI access latency to local memory by eliminating pipelined processor transactions that
have a priority 1.5 in Table 12-2. However, this can also degrade overall system
performance by causing all transactions to be snooped on the internal processor bus.
