Use this procedure to return a D-channel back into service when the far-end
office is out of service.
Definition
The D-channel is in the remote not responding (RNR) state. The RNR state
indicates that the far-end office does not respond. Logs ISDN111, ISDN112,
or ISDN114 can generate.
