-300 Local time offset in minutes. Set to the number
of minutes difference between UTC and Local
Time (e.g. -300 for the Eastern U.S) if the local
time sync source delivers time in UTC.
Otherwise, set to 0 for no time sync source, or
if the local time sync source is in local time.
