Passwords are encrypted by default. You only are required to use the encrypted
keyword when you are actually entering an encrypted keyword.
Example
The first command sets an unencrypted password for level 7 (it will be encrypted
in the configuration file).
The second command sets a password that has already been encrypted. It will
copied to the configuration file just as it is entered. To use it, the user must know its
unencrypted form.
console(config)# enable password level 7 let-me-in
console(config)# enable password level 15 encrypted

Use the username Global Configuration mode command to establish a
username-based authentication system. Use the no form to remove a user name.
