You can configure the E Series LAC to always generate L2TP Receive (RX) Speed AVP
38. If you do not specify this command, the RX Speed AVP is generated only when the
RX speed differs from the TX speed. The AVPs can be used to generate the RADIUS
Connect-Info attribute [77] on the LNS.
