a=Reserved, default to 1.
bbbb=Reserved, default to 0001.
c=port speed:
0=Auto
1=100 Full
2=100 Half
3=10 Full
4=10 Half

Returns the actual negotiated port sepped in the form abcd, where:
a=port 1 negotiated port speed.
b=port 2 negotiated port speed.
c=port 3 negotiated port speed.
d=port 4 negotiated port speed.
