When the CR packet format matches ISO8208 protocol,
some networks may require this bit to be set at 1.
This bit is only effective if bit 0 of G4 Parameter switch 6 is at
0.
This is only for packet networks. The CR packet should
contain the rx side's DTE address, but does not have to
include the tx side's; it can include it as an option.
