These bits are used to start MPG or sync encoder operation. As long as a bit
is ON, the input pulses from the MPG/sync encoder will be read and multiplied
by the MPG/Sync Ratio to perform MPG operation.
MPG/sync encoder operation will be stopped when the bit turns OFF.
The bit is ignored if the Busy Flag is ON.

1 Continues MPG/sync encoder operation.
Stops MPG/sync encoder operation.
