You can change the logon banner in Element Manager for CS 1000 Release
5.5.

The following is the summary of the steps required to configure a node and
a Voice Gateway Media Card using Element Manager:

is cancelled and the user is forced to logon again. Any data that was
modified, but not submitted, is lost.
Action
Logon to Element Manager with Level 2 or PDT 1 or PDT 2
privileges.
Navigate to Security > Login Options > Access Warning page.
Click Edit.
Change the banner information present in the text area.
Click Save.
The configuration saves on the Call Server to perform EDD,
which propagates the banner information changes to all elements
registered to the Call Server.
Click OK.
Log off and log on to Element Manager to display the Element
Manager login page with the updated banner information.
