The Call Server monitors the pbxLink.
The Call Server maintains a list of all known registered elements (Signaling
Servers and Voice Gateway Media Cards). When booted, a Call Server has
a 5-minute delay to enable these known elements to reestablish contact
with the Call Server.
If a known element fails to register with the Call Server, an ELAN0028
alarm is generated.
If an unknown Signaling Server or Voice Gateway Media Card registers with
the Call Server, an ELAN0029 alarm is generated.
