Node has no Leader configured
In this section, the Voice Gateway Media Card is configured as the Leader,
because it is the first element added to this new node. Neither a Signaling
Server nor a Voice Gateway Media Card is present on the node.
After you install the Voice Gateway Media Card, you should encounter one
of the four scenarios described in this section. Reconfigure the card by
following the directions for the applicable scenario.
Scenario 1
