start_fo[3:0], Addr 44 (CP), Address 0x80[3:0]
This control is used to shift the position of the start of the odd field edge of the FIELD signal output by the CP core. It stores a signed
value in a twos complement format. start_fo[3:0] is the number of lines by which the start of the odd field edge of the FIELD signal is
shifted (e.g. 0x0D corresponds to a shift of 3 lines towards the active video, 0x05 corresponds to a shift of 5 line away from the active
video).
