Set the creep speed after near-point dog ON (the low speed just before stopping after decelerating from the OPR
speed).
The creep speed is set within the following range.
• ([Pr.46] OPR speed )  ([Pr.47] Creep speed)  ([Pr.7] Bias speed at start)
The creep speed is related to the detection error when using the OPR method with zero signal, and the size of
the collision if a collision occurs during OPR method using the stopper method.
