Add a new constraint to the VLAN learning system.

Type of constraint.
Choose between:

shared

independent.
The VLAN to which the constraint belongs.
The second VLAN for a shared constraint.
Note This parameter is required when type is shared.
A number between 0 and 32.
Represents the Independent Set ID (ISI) for an independent
constraint.
Note This parameter is required when type is independent.
