5.4.12 set trap enable/disable

Purpose
This command enables or disables the trap functions such as link up/down, authentication
failure, coldstart/warmstart, cluster topology changing, cluster member up/down, and
loopdetect.

Description
If an admin user exists in the system and the user's password is
the default password "zhongxing", a trap alarm is reported. This
alarm is reported one minute after the system is started, and it is
reported at 1-hour intervals afterwards.
ARP table overload alarm.
Authentication failure.
Boot file lost alarm.
CFM fault alarm.
Cold start (shutting down the power and starting the system again).
The CPU usage exceeds or drops to the threshold.
The chaddr field in a DHCP packet is abnormal.
OAM link invalidity event.
Fan speed.
Fan operation is abnormal or restored to normal.
