Configures the amount of time, in minutes, that a server is marked as unavailable if

a request times out for the configured retry count. If a server fails to answer a request,
it is marked " unavailable" by the router. The router does not send requests to the
server for the configured time. The no version restores the default value, 0, turning
off the deadtime mechanism.
